Wonderful idea. A minimum percentage of mandatory allocated space before users can use the network. Also ratio weighted for users with capped internet limits. Its only fare and it keeps the network strong.
Maybe this feature is already happening, because I've noticed when I've paused/stopped all transfers, there some other network activity traversing in the backgrounds. Thanks Little Snitch. :)

Is there a upper a weekly/monthly limit alert setting?
It would be great to have ability to set monthly transfer limits for users with data caps and have Vuze alert when reaching that user define limit, presented with option to Pause or Stop all transfers until the next Month or a selected date.
Of course when the monthly transfer limit is set, the uploads/downloads will automatically adjust to keep the share ratio balanced and in good standing, so users using this feature don't download more than share.
Maybe there is a way to do this already in a more simplified fashion that I haven't figured out. -

Maybe this idea should be combined with this one http://vote.vuze.com/forums/170588-general/suggestions/12440226-strengthen-overall-network-by-downloading-random-t
without the banning aspect. Vuze should aim to create an equal balance with built in limiters to prevent more downloads than up-loads. The strengthen network feature will probably help users to always have something to passively seed in addition to what they have actively already downloaded.
